A National Wilderness System of suitably classified and regulated areas should be provided to include public lands now set aside for maintenance in "wilderness" condition. Extensions of the system thereafter should be made and suitable standards for use should be set after careful consideration by the Congress of the value of areas for non-wilderness use balanced against the needs for protection of further areas for posterity. Fish and wildlife habitat, including waters and wetlands as well as wildlife refuges, should be kept free from commercial exploitation. Military installations should be obliged to conform to sound conservation practices and with state laws on hunting and fishing. Pollution must be controlled to protect our seafood industry. The new approach must focus on people's needs.
