Promises Better, Faster Service The Post Office Department has named Salt Lake City one of 300 participating cities in its Nationwide Improved Mail Serv-ice program to speed mail de-liveries, Postmaster David R. Trcvithick announced. Approximately 100 leading business and industrial mailers will be asked to help put the new program into effect and the kick-of- f date throughout the country is set for July 19, ac-cording to the postmaster. The program will remove much of the non-priori- ty mail from the local post office during the "crash" period after 5 p.m. The first large scale program of its kind, the "NIMS" plan will be a massive cooperative effort with large commercial mailers, who send the bulk of the first class mail here, to hold non-priori- ty mail over until the next morning. This includes in-surance premium notices, bills, solicitations, etc. With the late evening glut of non priority mail removed, prior-ity mail can be handled and dis-patched faster at the local post office. postmasters have been charged with taking the initiative in plac-ing the program in effect. The local contact man on the program will be Arthur Walton, assistant postmaster. The local first class mail vol-ume is 161,733,000 pieces an-nually, of which an estimated 121.299.000 pieces is deposited late in the day. Substantial in-creases in local mail volumes also are expected in the year ahead. Tests have indicated that the outmoded "after 5 dumping of mail" can be corrected through a massive effort in cooperation with large commercial mailers, "with no harm to either mailer or addressee." He emphasized the program will not mean lesser service for mail which requires quick dis-patch for the personal letter or the important business letter. This type of mail, including all mail with a personal signature, and mail with a news or time value, will move out first, free of delays caused by the peren-nial local mail problem of late mail deposits. A check here indicated many Pilot tests indicate day-soon- er deliveries to many out-of-tow- n points are feasible, and mailers in this city will get next-da- y delivery to out-of-to- points that had only second day deliv-ery before. The postmaster explained that approximately 80 per cent of the national mail volume of 65 bil-lion pieces annually, or more than 50 billion pieces is dumped on the local postoffice and other post offices after the close of the normal business day at 5 p.m. Preliminary tests indicate about half of this, perhaps up to 25 billion pieces or more nationally is non priority mail that can be deposited the next morning. Postmaster General Day has issued orders to place the new program for improved economy and efficiency in operation in the country this summer under the direction of .Assistant Post Master General Belen, head of the Post Office Department's Bureau of Operations. He is set-ting up a coordination officer for the voluntary 'NIMS" activity in Washington, and at local lev-els, administrative assistants to pieces of first class mail should be able to make surface trans-portation connections for next day delivery. The postmaster noted that crucial out of town dispatches that could be made more readily in the early eve-ning include points such as the northwest states. Locally, the "after 5" problem is illustrated by these figures: 397,000 pieces of first class mail received in the late afternoon and early evening hours, compared with only 132,000 pieces for all other periods of the day. The NIMS program is not to be confused with the "mail early in the day" program. This has made a contribution to better scheduling of mail, but has not been able to get to the heart of the problem, as the NIMS pro-gram will through large scale rescheduling of mail deposits in the post office.
