Show Moss Sponsors Bills To Improve Business Senator Frank E. Moss of Utah is cosponsoring two Senate bills to improve the competitive position po-sition of independent business. One is the "equality of op-Dortunity" op-Dortunity" bill to amend the Robinson-Patman act by tightening tight-ening the provisions which prohibit pro-hibit manufacturers and distributors distrib-utors from selling to customers of the same class at diferent prices. The other, sponsored by the Senate Small Business Committee Commit-tee of which Senator Moss is a member, is a tax revision measure meas-ure to allow "plowback" of the earnings of small businesses. "Two decisions of the Supreme Court have allowed price dis- crimination if it is committed in what the court called 'good faith' to meet the prices of a competitor. com-petitor. This bill is needed to restore the intention of Congress to prohibit fully such discrimination. discrimi-nation. Last session this measure had the support of most independent inde-pendent food brokers, most independent in-dependent grocers, and most independent in-dependent petroleum retailers." The Senator explained the tax plowback bill as follows: "Independent business cannot grow unless it can find the funds with which to match the rapid strides of larger competitors. The deep bite which federal income in-come taxes take and the difficulties diffi-culties of borrowing prevent many small firms from making! needed improvements in their stores, warehouses and factories. "This bill allows small firms to deduce from taxable income either $30,000 of 20 per cent, whichever is less, of net income if these funds are reinvested in the business." |
