Show Demo Council Backs Herter's Disarmament Policy Statement hopefully for evidence of this kind of support for the Secretary from the President and the Republican Re-publican members of Congress, tax consultants whoa victimibed Secretary of State Christian I Herter has outlined a two-stage j approach toward Disarmament ; in what appears to be an im portant change of administration ' policy in this field. During the first stage, as set forth in Secretary Herter's recent speech before the National Press Club, the United States would seek to create a more stable military mili-tary environment, thus enhancing enhanc-ing our national security and reducing re-ducing the danger of war by miscalculation or by accident. During the second stage, the United States would envision the total disarmament of all nations down to the levels needed for local policing, under a world's agreement to be inspected and enforced by the United Nations. The Secretary's policy statement state-ment is consistent with previous policy statements of the Democratic Demo-cratic Advisory Council in the field of disarmament. We welcome wel-come it. We welcome the change in emphasis which it represents from the previous unrealistic "one step policy" of the administration. admin-istration. By more closely aligning the U. S. with the position of Great Britain, we believe that it offers renewed hope for the Geneva negotiations when they are convened. con-vened. We have confidence in Secretary Secre-tary Herter's sincerity in proposing propos-ing this practical plan of approaching ap-proaching the problem of disarmament dis-armament but we seriously question ques-tion whether his party has the vision and the determination to reverse its sterile policy of long standing. Secretary Herter alone cannot succeed in playing the rightful role to which the United States is destined, that is, taking the leadership in guiding the world out of this frightful prospect of holocaust, without the wholehearted whole-hearted and intelligent support of Eisenhower administration. This means in particular the President but it also includes the Republican Leaders in the Senate Sen-ate and the House. We will wait |
