Show ing to the not very much lamented Apponyi, but Moran came buck at him by saying that ihe old council took him in though a stranger, stran-ger, and were finally taken in themselves because he presented them with a picture. Wantland moved to lay the Rich resolution resolu-tion on the table and it was so ordered by a vote of 9 to 4, Folland excused. THE ENGINEER WILL EXPERT. Karrick moved that the city engineer be instructed to verify and check the estimates made by the contractors and architects in the matter of lireprooiiing. Moran wanted the city engineer to submit sub-mit his own estimates, and Hardy filled the bill with the following, which was adopted: Resolved, That tho city engineer be and is hereby appointed to check np aud verify the estimates esti-mates and plans for tho proposed lireprooting of the ;oint city and county buildina; and report his findings to this council as soon as pos Bible. A JlCSIXE.S SESSION. The sessiou was a business one, only one or two unimportant spats marring what would have otherwise been the model session of the administration. Messrs. Rich, Folland, Fol-land, Karrick, Hardy, Moran, Bell, Lawson, Kelly, Evans, Simondi, Wantlaud, Beards-ley Beards-ley and HeiM participated, and in the ab-eence ab-eence of Loofbourow, Lawson occupied the chair. It was adopted in short order, but as Rich rlnitned that be did not understand what the ' efb-et would be, the vote by which it was approved was reconsidered, and Bell ex-p:nincd ex-p:nincd that its adoption would be in the liaturu of an order to the joint committee to 1 go ahead with the proposed improvement. THE RIXG TO IT. A Then Folland showed his talent as a resolu-- resolu-- ' 'jon-maker by introducing the following: 1 Resolved, That the city building committee be authorized to have the city and county building made fireproof throughout in connection with the connty. Evans, Folland, Rich, Bell and Moran discussed dis-cussed the proposition favorably, but Simondi, Simon-di, who has not yet recovered from the effects ef-fects of Wednesday's meeting, believed it would be cheaper to pay $2500 a year for insurance in-surance amounting to $300,000, than to expend ex-pend $80,000 in making the building what it hould be. Bell, however, demolished his argument with a bundle of facts. ITS FINAL ADOPTION. The report of the committee was then idopted by the following vote. Ayes Beardsley. Bell, Evans, Folland, Heiss, florn, Kelly, Lawson, Moran, Rich, Wantland 11. Noes iiardy, Karrick, Simondi 3. Rich then moved the adoption of his expert ex-pert resolution. Bell placed himself in opposition by saying say-ing that in his opinion the moment the supervising su-pervising architect is interfered with, that moment his responsibility would cease and his $75,000 bond be invalidated. ANOTHER DEMAND FOR AX EXPERT. Karrick insisted that as there was not a member of the council who was competent to pass upon an estimate, an expert was a necessity. An expenditure of nearly $80,000 was involved, and the estimates should be checked. Horn believed that any such action would be a reflection on the supervising architect and would virtually be serving notice on him that tha council had lost confidence in hini. Lawson counseled a postponement of consideration con-sideration until next Tuesday. Moran roasted Rich for his alleged Inconsistency. Incon-sistency. W'hen an inspector wss called for on the paving contract he objected, but now he wanted to hire an expert. In his opinion It was time to investigate when something wrong was found. Rich again made a vigorous speech in favor of his resolution, and criticised Want-land Want-land for his evident fear of what the pross might ssy. He was not afraid of what it might say, and he could not understand why Wantland should be. REASONS FOR THE DEMAND. Karrick, Hardy and Evans vied with each other in giring graphic reasons why an expert ex-pert should be employed, while Beardsley gave it as his unbiased opinion that if the uieii now there were dishonest, they would probably have no difficulty in winning an expert over to their views. He believed the city engineer wss a good enough expert for , him. J Karrick sought to make a point by allud- 1 |
