At the foot of tho column is tho coat of arms of the state of Louisi-ana, and above that is a representation of the dead chief's badge. From the draped top of tho column are suspended a policeman's belt and a club like those worn by the dead chief. The house appropriation committee members are determined that iu their remaining appropriation bills they will live up to their idea and policy of "re-fo- i m, M Do ki kv, who is chairman of the for the District of Columbia, will report his bill to the full committee on Monday morning and expects to have it in the house by Mon-day afternoon. Ho claims that he will save ifiiOO.000 on the bill this year, and it is characteristic of the democratic party that the principal reductions iu the appropriations are made in provid-ing for free schools in the District of Columbia. No less than $i00,000 is thus cut out of the school fund. Judge Saykes, who is In charge of the. sundry civil bill, expects to have that bill in the house by the end of tho week. He has made the most sweeping reduc-tions in it that are made in any appro-priation bill and claims that he will "save" 110,000,000. Thoro is no particular cut at any point, ac-cording to his statements, but every item has been reduced from last year's appropriations. There are practically no appropriations for public buildings, and the house has be-fore it now a resolution providing that there shall be no appropriations made whatever for public buildings. Both Mr. DocKEm and Judge Sayrf.s claim that they will get their bills through the house practically as they will come from the committee and tbey will not in conference permit the sen-ate to make any substantial increase. The enterprises in and development! of the west will receive a serious setback by the appropriation bills prepared b this house, The postoffice and Indian and public land branches of the gov-ernment will be reduced to the lowest possible ebb.
