By the courtesy of the Rio Grande Western railroad an excursion train was placed at the disposal of the members of tho Irrigation congress this morning to take them to Lel.i and Provo. The train left the depot at 8 o'clock, ui;ikitig tlie run to Provo in good time. Upon their arrival in the Gari'euCity carriages wore placed at their disposal and they were lirst driven to the insane As they were ail incurables none were admitted.
