President Hippolyte, in the course of conversation with a newspaper correspondent, corres-pondent, and in answer to a question regarding tho failure of the negotiations negotia-tions for obtaining Mole St. Nicholas, for a coaling station for tbo United States, said : "It was neither Mr. Douglass' color, nor in any way his fault. Shall I tell you where the fault lay? It lay with the United States government in having hav-ing conceived an idea that such negotiations nego-tiations could succeed by any possibility possi-bility or under any circumstances. There is where tho fault lay." |
