Secretary Noble has rendered a decision in the long pendincase of the Oregon swamp lands, known as "list five." The case dates back to the passage of the swamp land grant of 1850, which extended to the state of Oregon and has been before nearly every secretary iinca that time in some shape or form. The present matter is before the department certiorari certio-rari and involves nearly 58,000 acres.
