CiiK'Atin, Sept. 3d It u reported here that the French government, during the last three necks, lias been quietly buying up an enormous amouut of grain ami meats through its ageu's iu this country. The explanation of fered is that tho government is iu a delicate position iu regard both to grain and meat in France. Prices are high, and the demand for the removal of the tarills is pressing. Vet tho government does not like to directly let down the bars. The threat-ening aspect of Kuropean all'airs gives it a good excuse to iirovision itself strongly in advance.
