R Velling Welling secretary of f the Utah State Farm Bureau advises that the Farm Bureau Dureau has taken aken the position of opposing the proposed reposed Constitutional Amend Amend- Amendments Amendments ments Nos 1 and 2 on the premise First that the th proposals are of such uch a nature as to be susceptible to o more than one interpretation Second unquestionably the pur- pur purpose pose of the proposed amendments is s to further increase the tax bur- bur buren burden burden den en now upon the people of the state tate for the benefit of the school system and until such time as re reef re- re relief relief lief ef in some form from the tax bur- bur buren burden burden den en is offered to the farming cle- cle element dc- dc ment of this state we do not feel justified in supporting any pro pro- program program gram which insures additions to the he burden which is now able ble Third the proposed amendments specifically provide that additional i money shall be derived from the imposition of taxes on tangible property which is a tax on real the basis of the farmers The Utah State Farm Bureau feels eels that the school system of the state tate should not at this time at- at attempt attempt tempt to further expand but should show how a willingness to assist in bear bearing ing ng the burden of a reduction in I facilities on the same basis as all other elements clements of the state have had lad to bear for the past several years The Utah State Farm Bureau is fundamentally fund mentally interested inter sted i fur- fur therance of a comprehensive educational educational educational program for all of the chil chil- children children children dren of the State of Utah but such program should be based on the ability of the taxpayers of the taxpayers of the state to sustain the system without it becoming an oppressive burden Mr Welling Velling further set forth that many explanations as to the purposes of the Constitutional Constitutions Amendments have made by bythe bythe bythe the proponents p o but none have as- as as that through the passing of ol these amendments our tax burden wll wIl be lightened and there is no question but that the amendments will remove all limitations as to amounts which may be appropriated ed by the legislature for school pur poses |
