The presi dent today issued a proclamation stating stat-ing that the agreement for a modus Vivendi between the government of the United States aud ti.o government of her liritaunic majesty in relation to the fur seal fisheries on the ltehnng sea was concluded on the lil'lecuth day of last June. Jt reads: For the purpose of avoiding irritation and di tie re n ces, and with a view to promote the friendly settlement ol the questions pending between the two governments touching their respective rights in the Hen-ring Hen-ring sea, and for the preservation of the seal species the following agreement agree-ment is made without prejudice to the riirhts or chimin of pilhar unrlv 1. Her majesty's government will prohibit pro-hibit until May next seal killing in that part of the liehring sea lying eastward of the liue demarcation described in article No. 1 of the treaty of '67 between tbe United States and Russia, Rus-sia, and will promptly use its best efforts to insure the observance of this prohibition by Pritialt subjects aud vessels. 2. The United States government will prohibit teal killing for this same period per-iod in th same part of the liehring sea and on the shores and islands thereof tba property of the United States (in excess ex-cess 7o00 to be taken on islands for subsistence sub-sistence and care of natives) and will promptly use its best efforts to ensure the observance of this prohibition prohi-bition by United States citi.ens aud vessels. Every vessel or person offending offend-ing against this prohibition in the waters of the ltehring sea outside out-side , of the ordinary territorial limits of the United States may be seized and detained by naval or other duly commissioned ollicers of either of tbe high contracting parties, but they shall be handed over as soon as practicable to the authorities of tba nation to which they respectively respec-tively belong, who sbs'll alono have jurisdiction to try the offense and impose penalties for the same. The witnesses and proofs necessary to establish offense shall also be sent with them. . In order to facilitate such proper inquiries in-quiries as he majesty's government may desire to make with a view agre-sTtbat suitable persons desjtftsfsd by Great Britain will be permitted at any time upon application to visit or remain upon tbe seal islands during the present sealing season for that purpose. Signed, and sealed in duplioate at Washington this fifteenth day of June, 18'Jl, on behalf of their respective governments gov-ernments by William F. Wharton, acting act-ing secretary of btate of the United States and by Sir Julian Paunceforto, envoy extraordinary and minister plenipotentiary plen-ipotentiary of Great Britain. Now therefore be it known that I, Benjamin Harrison, president of the United States of America, have caused said agreement to be made public to the end that the same and every part thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof. In witness whereof I have hereunto set my hand and caused the seal of the Unitee States to be affixed. The arrangement indicated in the above proclamation has been carried to completion with a degree of speed without with-out precedent in the history of the state department, and the cable has been relied upon to an unwonted extent. The agreement was sigued this morning by Sir Julian Pauncefote and Wharton and the presidential presi-dential proclamation followed as quickly quick-ly as it could be prepared. The navy department has bepn advised ad-vised of the progress and necessity of the case aud orders are now in preparation for tho immediate dispatch dis-patch of probably two naval vessels from San Francisco to Alaska where they will assist the three revenue cutters cut-ters in the task of driving off the poaching poach-ing sealing vessels. It will be noticed that the agreement authorizes United States vessels to sieze offending British vessels, which, however, are to be turned over to the British authorities for trial and this feature of the agreement is expected to prove of great value in the present emergency that is held to exist of clearing out the law breaking vessels before irreparable damage is done to the seal fisheries. |
