Show Thf. civil war that is raging in Chile is ono of tho most deplorable struggles that recent history has recorded. It is as uncalled for as it is atrocious in character, char-acter, and as one reads tho horrible stories of cruelty and rapino which mark its progress, lie is tempted to ask if there is not somewhere hidden among the records of the. laws of nations some authority for other governments to interfere in-terfere anil compel the Warring factions to settle down in the embrace of peace. The war was brought about by a difference differ-ence between President llalmacuda and the congress. The latter cut oir the supplies of the government but the president met this move by taking forcible forc-ible possession of the government funds. Insurrection followed and the most barbarous cruelties have been practiced by the forces of both sides. Women and children have been slaughtered slaugh-tered in the devastation of towns and cities, and on the battle lields the helpless help-less wounded have been pitilessly bayo-netted. bayo-netted. It has been well said thai war is cruel beyond the possibility of refine ment, but civilization ought to be able to protect itself against tho disgrace thrust upon it by such barbarities as those which accompany the progress of this awful strife in tho South American Ameri-can republic. |
