We understand un-derstand Mr. Bacon has telegraphed for the engineer to come here forthwith and withiu another week or ten days the preliminary work for the building of the road will bo under way. That is the western and the projector's way of doing things. In providing for an examination into the mental, moral and physical condition of army officers before promoting them, congress no doubt aimed at the elimination of objectionable objec-tionable members who bring reproach re-proach upon the service. Military scandals are so common an occurrence as to be almost proverbial, but it remains re-mains to be seen whether the boards of examination will eradicate the evil or add one other to it. |
