Show Congressional courtesy is a proper caper in its place, but it is carried entirely en-tirely "too far when the absence of one man from the sessions of the house can operate to tho suspension of important legislation. We believe the Owen Immigration bill is one of the most Important measure pending pend-ing before congress. It is conceded by all those who have studied it to be a reasonable measure. As The Timks pointed out before, the.charaeter of recent immigration to the United States has radically changed, the groat bulk of people coming from the southern south-ern part of Europe which from experience exper-ience we know does not readily assimilate assim-ilate with Americans. To erect prompt barriers against that modern overflow is the duty of congress and it is a long stretch of etiquette to defer. action for the sake of an absent member who happens hap-pens to bo in favor of indiscriminate immigration to this country. |
