Show BECAUSE COLLINS RESICNED. A Special Election In the Twenty-First Illinois Senatorial lllrl t. SrniNtiKiKt.n. Ills., Dee. 30 Special to The Times. A special election Is being held today in the Twenty-first senatorial to till the vacancy caused by the resignation of V. C. Collins, a republican re-publican who it was discovered is in-elegible, in-elegible, having been a non-resident of the state within the past five yearg. The district, which is composed of Rock Island and Henry counties, has a republican majority of S!000. The democrats have no candidate in the field, but they have an interesting programme pro-gramme which they propose carrying out when the legislature meets. They will refuse to permit the new member who succeeds Collins to take his seat. They will claim that the house is the sole judge of the qualifications of its members, and that there being no opportunity op-portunity to pass on the qualifications of Collins, he is the only man who can justly claim to represent the district. If they should be able to carry out their programme, thev will after refusing refus-ing to admit the candidate elected today, to-day, unseat Collins on account of his inelegibility and admit to membership his democratic opponent. |
