A number of important bills were reported from the committees and placed on the calendar, after which tho Plumb resolution fixing the hour of daily meetings was taken up. It was agreed to, after being amended by striking out the clause for evening sessions and making it take effppt nfter hiiiinrrmir Th" resolution offered yesterday by Mr. D dph instructing the committee on privileges and elections to inquire and report whether the right to vote at any election has been denied the malo citizens of any state or is abridged except ex-cept for participation in rebellion or other crime, was taken up and Polph stated the reasons which induced him to offer it. The discussion continued until 2 o'clock, when it went over without with-out action. The election bill was then taken up and Blodgett addressed the senate in opposition to it. Hocse. Washington, Pec. 12. After tho reading of the journal the house went into committee of the whole on the piivate calendar. The military affairs committee today ordered a favorable report on the biil to revive the grade of lieutenant-general of the army, and a bill to increase to sevetity-tivH the number of army officers whom the president may detail for duty at the educational institutions where military tactics are taught. |
