Show Our State Building Program One of the first questions that will be up before the next legis legis- legislature legislature legislature lature is How much money shall we spend for the construction of new buildings and for repairs and upkeep of present state institutions institutions institutions How can that be determined As every lawmaker maker knows dur in ing his busy legislative days daS he has neither the time nod the facilities facilities facilities ties to gather information on this subject and to come to a sober con con- conclusion con con- conclusion conclusion on the question He has the tight right to expect that this whole thing has been thought out care care- carefully carefully carefully fully and that a consistent build build- building building building ing program has been prepared and presented in time for early legislative consideration and de- de determination determination de determination termination For that purpose we have es- es established es established a state building commis commis- commission commission commission sion They are arc a continuous organ organ- organization organization organization It is their job to keep in inconstant inconstant inconstant constant touch with all aU phases of our state building program so that they may be in a position to tell at any time when how and what to construct to the best advantage of the state At this time the commission can perform an outstanding service While it is true that they do not have the authority to say how much shall be spent by the state they can as a result of their care care- careful careful careful ful analysis and study and survey list all the pro pro- proposed proposed pro proposed posed buildings in their order of importance and necessity In each case the estimated costs and the justification for the proposed ex- ex expenditure expenditure ex expenditure should be reported Such recommendations should be bein bein bein in the hands of the governor elect governor at the earliest possible moment He Hein Hein Hein in turn should place a copy of these recommendations in the hands of each legislator who be- be before before be before fore entering formally up upon m his his legislative duties would have had time to stud study and digest the submitted report of the State Build Building Building Building ing Commission The result would be a liberal discussion of the whole subject at a time when the Gov Gov- Governor Gov- Gov Governor Governor and the le legislators are in a position to give careful consideration consideration consideration tion to this important phase of public expense It will then be un up to the Gover Gover- Governor Governor Governor nor and the legi legislature la ure to pass on on these inese recommendation It n will wm also i be their prerogative to decide how far down the list we are able to togo togo togo go at present how much money should be made available for this purpose in view of all the other demands that will come from in- in innumerable innumerable in innumerable numerable sources If this course is pursued we shall have a carefully thought out outbuilding outbuilding outbuilding building program It will limit in ina ina ina a large measure podge hodge-podge con con- construction construction con construction and the all too popular competitive building which in the past has placed such a heavy bur burden burden burden den upon the people It will lessen the disposition to erect unnecessary unnecessary unnecessary sary buildings in the South mere mere- merely merely merely ly because there is a justifiable demand for a building in the or to add a wing to Institution Institution Institution tion A simply because Institution B has requested one A trip up and down the state bears evidence of the precipitate methods that have been employed over a period of years in determining where we should build and how much money should be spent The present situation de- de demands demands de demands mands long time planning under the direction of some public body that is charged with that distinct responsibility Such is the State Building Commission Surely the Governor and the legislature will welcome such an early earh report and the taxpayers will look upon it as a potential source of appreciable savings Its It's nothing more than an private business concern would Utah do-Utah do Taxpayer |
