that such legislation u should be had in justice to the forest service 8 and claimants to property rights within the national forests as aswill aswill 4 will provide for a review at the in instance which are not naturally forest and which are not Intended to be made forest and which are not necessary or proper for the preservation of the forests or the water watersheds watersheds sheds or water supplies for the purpose to which they have been devoted lie within forest reserve boundary such tracts should hould be restored to entry as public lands Another resolution bears upon the utilization of streams for the creating of ot electric power and favors the re moval moal of restrictions such use The resolution That the necessary rights of way war and rights for construction of reser reservoirs reservoirs reservoirs and other uses of the public lands for development of or electric pow power er cr should be he encouraged and aided in every possible way and all such rights and uses should be granted and allowed al allowed allowed lowed upon equal terms with similar rights granted for the direct purposes of irrigation Such uses being public uses subject to the ruling of the state should continue so long Ions as the right to the beneficial water and the duty to supply the power continues under state laws And no burdensome charges or discriminations should be enacted or imposed as a result of which such ben beneficial beneficial developments may be delayed dela cd and the investment of capital therein prevented and the cost increased to the consumer After recommending the construction of levels and where needed drainage works for the reclamation of swamp and overflowed lands and the general conservation of waste waters through reforestation and other means mians the resolution continues Census of Standing Timber That a census of ot the standing tim ber in the United States should be au authorized authorized authorized by congress and that the states should be urged to cooperation with the nation for the preservation and enlargement enlar ement of our forest resources by b adoption of uniform forest laws and that forestry forest irrigation drainage flood
