foremost place on the cal calendar calendar From the beginning of the ses sessIon session sIon the rate regulation question has received eager attention whenever the subject has been approached even though In an Informal way as has been the case on several occasions and the formal reporting of the measure will necessarily intensify the Interest in it There is no prospect ot of immediately dIsplacing the bill but there have been many Intimations that such sucha n a course might be pursued it that bill continues to be on when Q a few weeks later senators senatore generally find themselves prepared to enter what all believed from the beginning would be bethe bethe the real conflict ot of the session All senators whatever their individual view unite in consIdering the railroad question as the most important before congress and friends and opponents of the bill alike aUke unite in the desire to have it taken up as promptly as possible There will wUl be a lull however after the formal rep report rt is made because all who expect to par participate in the debate feel the necessity for sufficient time to prepare for the conflIct With this preparation once made it now looks as if no other sub subject subject less seriously considered would De be allowed to stand In its way Will Be Much Discussed Even during this period of preparation preparation tion the rate question will not be per permitted permitted to remain in complete obscurity ty There will be references to it tro from time to time and if the future may be judged from the past every mention of It on the floor ot of the senate will pro provoke yoke voke discussion It is riot not at all im improbable improbable probable that the presentation of the report tomorrow will develop debate and it is quite well weIl understood that several members ot of the committee on Int Interstate commerce by which the bill has been under consideration will take this opportunity to explain their votes in committee This line ot of proceedings will wiIl not be permitted to go beyond 2 however for at that hour the statehood bill will have hae the right ot of otway way and cannot be replaced except with the consent ot of Us Its frIends frIendsOn On Wednesday Senator Foraker will take the floor with a prepared speech on the railroad question His will be the first formal speech on the subject t sub subsequent
