concurs concurring ing therein I 1 section 1 it Is proposed to amend article IS 13 of the constitution ot of the state ot of utah so that the lie samo same will nil read as follows 1 1 the powei power of taxation shall never be surrendered suspended or condrac contracted t away all taxes shall be uniform upon the same class of property within the territorial limits of tho the authority levying the tax and shall be levied and collected tor for public pur purposes only 2 the legislature shall ahall provide by law for an annual tax sufficient with other sources of revenue to defray the estimated ordinary expenses of the state tor for each fiscal year por for the purpose of paying the state slate debt it if ana an there be the legislature shall provide tor for levying a twe tax annually sufficient to pay the annual interest and principal of such debt within twenty years rears from the final postage of the fie law creating the debt 3 there shall bo be exempt from taxation property of the united states of the state sante counties cities towns school districts municipal corporations and public libraries lots with the buildings thereon used exclusively tor for either religious lle loui worship or charitable purposes ind and pl places aces ot of burial not held or used tor for private or carp corporate benefit ditches canals reservoirs pipes and f lumes owned and used by individuals or corporations tor for irrigating lands owned by such individuals or corporations or the individual members thereof shall not be separately taxed so tons long as the they shall bo be owned and used exclusively tor for such purposes P provided that mortgages upon reil real and personnel person nl property shall be exempt from taxation and that the taxes ot of the indigent poor may bo be remitted or abated at such time and in such manner as may be provided by law 4 the Legisla legislature turo shall not impose taxes for the purpose of any county city town or other municipal corporation but may by law vest in the corporate authorities thereof respectively ively tho the power to assess and collect taxes for or all purposes of such corporation po ration 5 6 the surface ground of all mines and mining claims both placer and rock in place containing or bearing gold silver copper lead iron or other valuable metals after purchase thereof from the united states shall be taxed at a value not greater than the price paid the united states unless the surface ground or some part thereof ot of such mine or claim Is used for other than mining purposes and has a separate and independent value tor for such other purposes in which caso case said eald surface ground or any part thereof so used for other than mining purposes shall be taxed at its value tor for a such h other purposes as provided by laic law ind and III machinery used in mining and all property and surface improvements prove ments upon or appurtenant to mines and mining claims which have a value separate and independent of B uch such mines or mining claims shall be taxed as provi provided ted by law all lands containing coal r canite stone marble onyx gas oil hydrocarbons hydro hydo carbons gyp sums or D r other valuable deposits 0 ther other than those enumerated I 1 bove above in this section after purchase t thereof from the united stis st is and at all I 1 property and surface ampt ments vc upon or appurtenant to such lands which have a value separate anu independent ot of all such lands shall be taxed PS provided by law in addition to ti assessment of the surface grounds improvements oft er shall be deemed a felony and shall all be punished as provided by law but part of such punishment shall be disqualification to hold public office 9 no appropriation shall be made or any expenditure authorized by the legislature whereby the expenditures c ot f the state during any fiscal year shall exceed the total tax then provided for by law and applicable tor for such buch appropriation or expenditure unless the legislature making such ouch appropriation shall provide to tor r levying a sufficient tax not exceeding the rates allowed in section 6 of this article to pay such appropriation or expenditure within such fiscal year this provision skill not apply to appropriations or expenditures tures to suppress insurrections defend the state or assist in defending the united states in time ot of war 10 nothing in tills this constitution shall be construed to prevent the legislature from providing a stamp tax or a ta tax x based on income occupation lic licenses
