Banks, from the committee on rules, reported a resolution fixing the compensation ot witnesses summoned sum-moned to appear before the house at $3 per day and allowing five cents per mile mileage. Burchard, from the committee on ways and means, reported a bill authorizing the secretary of the treasury treas-ury to convert into coupon bonds 5 per cent, registered bonds necessary to pay the judgment of the Alabama claims commission. Passed. The house then, as the regular order of business, considered the bill reported by rianniDg from the committee com-mittee on military affairs regulating the pay and allowances of officers of the army. The bill is to tako t-flect on the 1st of July next. Banning proceeded to address the house in explanation and advocacy of the bill, which he said would e fleet :an annual saving of over half a million mil-lion dollars. The reductions, he said, were made in accordance with the advice of General Sheridan, who said to the committee, "cut off ot tho head and not at the foot."
