The Louisiana commission, in a dispatch (o the president, give,"aa the result of their confereucea with Packard, Nicholls and other interested parties, that the Nicholls parly is not disposed to make concessions, but will maintain their ground in the belief that they will ultimately ul-timately have full possession of the Louisiana state government. Packard's Pack-ard's party is ready to enter into an arrangement for a joint legislature to determine the ponding question!, but this being rejected by tlie Nicholls party, Packard's party ask the president presi-dent to determine which is tho legal government.
