Show The Electoral College. The electoral vote of a state is. not "divided pro rata'' or by districts. It is cast by the electors receiving the largest number of votes. The constitution consti-tution (article twelve of amendments) provides that electors chosen by the people shall meet in their respective stales and vote by ballot for president and vice president. The vote thus tiken is Beut in a sealed package to tbe president of tbe senate, and on an appointed day these packages are cpeued in the presence of both houses and the votes of the different states, aa given by their electors, are counted. - Under her old constitution, South Carolina chose presidential electors through her legislature. She now elects them by a popular vote. - This year the legislature of Golerado chooses the three electors for that state; but thereafter they will be elected by the people as is the case with all the other states. |
