A World Vnah- ing special says: In tho next senate a ; a change of three votes will transfer the majority from the republican to the democratic party, and it is not passing without notice that Conk- ling s friends - in the state of Now York are receiving during tho closing hours ol Grant's administration places from which Hayes can oust them with tho advice aud cousent ot tho senate. Meanwhile tthe air is full of rumors which indicate an unsettled state of public opinion upon the political relations ot the prominent senators. There is no question, however, how-ever, that in spite of the doutt which still exists on the Oregon question the shadow of Hayes' cabinet preparation prepara-tion has fallen across tho senate, fivarta and his friends are fully convinced con-vinced that he will be oflered a leading lead-ing portfolio. An authoritative envoy from Hayes ia expected here daily, and ho may upaet a good many prognosticatioDS and plans. The friends of Morgan aro by no means disposed to see New York recognized in the cabinet otherwise than iu bis person and in the treasury department, depart-ment, and but for the friends of Morgan Sherman could never have carriod through his man at Cincinnati. Cincin-nati. Sherman's plan is understood to be to induce Morgan to accept the Eugliah mission and leave the treasury treas-ury to him, as the treasury is a post of responsibility without real power, except of a low party kind. Morgan will bo well advised if ho accepts this arrangement. To be sure it would leave Evarts out in the cold, but he ought to be accustomed to that by this time. As for Stoughton, if Morgan Mor-gan takes the English mission, he will have the attorney generalship. All this is counting premature chickens, chick-ens, perhaps. Cabinet gossip is outcropping out-cropping on every hand. The Pacific coast now intends, it is said, to demand de-mand a representation in the cabinet, and Sargent aad Mitchell are named in connection with it. The republicans republi-cans all eeem to agree that Bristow will n)t be in Hayes' cabinet. |
