The house completed its organization organiza-tion in accordance with ita caucus programme, the clerk's roll of members mem-bers elect being accepted by the political majority, notwithstanding the protest in the case of Bel ford ef Colorado, whose name the clerk refused to place on tbe roll, though he held the governor's certificate of election. It will be recollected that - in this oase the election was held in October, which the democrats claimed was illegal, the election not being on the day provided by the law of con- ' ". gress, and no state law existing under which the election could be held. The democrats claimed to hold an election on the day of the presidential election, but it had no state sanction, j and but few votes were cast. Patterson, the democratic candidate at this election, filed a notice of contest, and upon these papers the clerk's decision was based. There certainly is a question of the legality of Belford'i election, but it is somewhat doubtful whether it U the right of the clerk of the house to exclude a mem- " " ber who bears a certificate of the governor gov-ernor of i'oe state. There are republican repub-lican precedents, however, to sustain Clerk Adams in his decision, aud the house refused to hear any motion on the subject, and by a vote of 120 to 1149 proceeded with the organiz-ttiou. All of the contested and disputed seats i will bo referred to the committee on elections, and will be reported upou and decided by the house in due time.
