Section' 1 Be it ordained by the Cily Council of &U Lake City, That the water works constructed by the corporation to supply Salt Luke City wit'j water from City Creek Canon ahull be designated and known aa the Salt Lake City Waterworks; they Bhall bo tho property of said city forever, and shall be under the eolo and exclusive control of the City Council, who may from time to time direct the construction construc-tion of such reservoirs, water tanks, water mains and tire hydrants as the necessities of the inhabitants of the city may reouirc. Sec. 2 The Superintendent of waterworks shall, under the direction of tho City Council, have charge of the reservoirs, water tanks, water mains, fire hydrants, and all the machinery ma-chinery and appurtenances appertaining apper-taining to the waterworks. He shall have direction of the laying of water mains, the putting in of service pipes, and the regulation of the water supply to firo hydrants and to all consumers. Said Water Superintendent, Superintend-ent, before entering upon the duties of his office, ahall take an oath ol office, and give bonds, with approved security, to Suit Lake City in the penal sum of $5,000, conditioned for the faithful performance of his duties He shall report to the City Council quarterly, or oltener if required, his doings aa Superintendent, the condition con-dition of the waterworks, and make such suggestions as the nature of the service may require. Sec. 3 All firo hydrants shall be under the control of the Superintendent Superintend-ent of water woiks, and be used exclusively by the fire department and those specially authorized by the City Council. No other person shall open or operate any fire hydrant, or attempt to draw water therefrom. Sec. 4 Any person who shall wilfully, wil-fully, or carelessly run a vehicle against a fire hydrant, or otherwise wilfully or carelessly injure the same, ordraw, or attempt to draw water therefrom shall be subject to a fine ot not exceeding one hundred dollars, and be liable for all damages done to said hydrant. Sec. 5 Wrenches for fire hydrants shall be luruisbtd by order of the City Council to the Fire Department, for their use, and to such other persons per-sons as may be deemed proper by the Council, and any officer, or member of the Fire Department, or other person having chargo ef one or more of Baid wrenches who shall permit the same to be taken from their placo of deposit, or to be used for any other purpose than the extinguishment of fires, shall be liable to a fine of not exceeding fifty dollars for each offense. Sec. 6 Whenever any person desires de-sires to obtain a supply of water from the City Water Works he shall make application therefor in writing to the Mayor and sign an agreement, that he will be governed by such rules and regulations not inconsistent with this Ordinance as may be prescribed by the Mayor for the control of the water supply; said application must state the location, kind of building, number num-ber of rooms, and the entire area of grounds to be supplied, and fully and truly state all the purposes for which the water is to be used. Sec. 7 When application is made by a tenant, it must be accompanied by the signature of the owner of the building consenting to and authorizing authoriz-ing the introduction of water into such premises, and expressly agreeing to the rules and regulations embodied in the application and to tho provisions of this Ordinance. Sec, S Every person making application ap-plication for water shall pay in advance ad-vance the cost of the service pipe and connections, calculated from the centre of the street (regardless of the location of the mam) to ttie inside line of the curbaLone, including the necessary stops, and on payment thereof and of the water rent as per schedule, of rates hereinafter contained, con-tained, a license for the use of the water for the specified time shall be issued by the Mayur or presiding officer offi-cer of the City Council, and attested by the City Recorder, under the seal of the city. Sec. 0 To each servico pipe there shall be attached, at the curb, a stopcock stop-cock and key box, which shall be paid for by tho consumer, and bo under the exclusive control of the Superintendent. Sec. 11 It any water consumer shall permit any person from other premises, or any unauthorized person to use or obtain water from said consumer's con-sumer's premises or water fixtures, whether inside or outside of bia building, build-ing, the supply of water may bo cut ofl and the.amount paid forfeited. Skc. 12 All person1) taking the water shall keep the service pipes and connectione, leading to their premises, and tbeir own apparatus in good repair re-pair and protected from frost at their own expense, but no person, except under the direction of the Superintendent, Superin-tendent, shall be allowed to dig into the street or sidewalk for tho purposo of laying, removing or repairing any service pipe. Sec. 13 If auy consumer Bhall waste any water, or allow it to be wasted by negligence, such as imperfect imper-fect stops or valves, or leaky joints or pipes, or allowing tanks to leak or to overllow, or wastefully run it through basins or other apparatus, or uao tne water for purposes other than stated in the application and license, or in violation of the rules and regulations for controling tho water supply and the provisions of this oidinaiico, the water shall bo cut off from such consumer, con-sumer, and all payments forfeited, unless such person shall promptly pay such additional charges as may be imposed. Sec. 1G If any person, after the water has been turned ofl from his premises, ou account of non-pavmeut of dues, or violation of the rules and regulations pertaining to the water supply, shall turn the water on again, or use or allow the -water to be used without authority, he shall be fined not exceeding fifty dollars for each ofiecse. Sec. 17 Fountains and sprinklers for lawns, gardcus, yards or aide-walks aide-walks shall not be operated during a lire. No fountain attachment ehall be greater than half an inch in diameter, and no fountain shall play more than six hours per day, during the months of July, August and September. Sept-ember. There shall be a stop cock to each fountain attachment, which shall be controlled by the Superintendent. Superinten-dent. Sec. IS Sprinklers for lawns, gar dens, yards and sidewalks must he used only for the purposes expressed in the license; and do sprinkler shall be used for sprinkling tbo street outside out-side of the sidewalk, uuless such privilege is included in tho license and paid for accordingly. Sidewalks, windows and fronts shall Dot be sprinkled except between the hours of G and 9 a.m., 1 and 2 and 6 and 8 p.m. No nozzle for sprinkling shall be larger than one-fourth inch in ; diameter, and no license for a sprinkler shall be issued except in connection with other water service. Sec. 10 Sprinkling wagons and wagons for the delivery or salo ot water must bo filled from hydrants erected fur that purpose, and shall be regulated and controlled by the Superintendent. Sec. 20 Steam boilers will not be allowed to fill from tho pipes direct, but must be provided with a tank and supplied therefrom. Sec. 21 Watering troughs for animals ani-mals will not be allowed a constant flow of water, but will only be allowed to use such quantity as will supply the actual wants of the stock having access thereto. Neither will continuous con-tinuous streams of water be permitted to flow from hydrants, faucets or slops over washbasins, water-closets, or urinals, or from any apparatus for drawing water. Sec. 22 Free access shall at all ordinary hours be allowed to the Superintendent Su-perintendent or other authorized person per-son to all places supplied with water, to examine the apparatus, the amount used and manner of using water, and any consumer violating any ol the rules aud regulations controlling con-trolling the water supply shall forfeit all payments made and the rig at to the use of the water. Sec. 23 The City Corporation shall not be held liable for damage to any consumer by reason of a stoppage or interruption of his water supply, caused oy scarcity of water, accidents to the works or water mains, alterations, altera-tions, additions, repairs or other unavoidable un-avoidable cause, beyond a pro rata reduction on his license during such stoppage. Sec. -I No telegraph post, hitching hitch-ing or other pest ehall be put down or set within four feet of any water service pipe, nor within six feet ot any water mam pipe, except on a written permit from the Superintendent. Sec. 25 Wherever tho water mains are laid, no person ehall be allowed to convey the waters of City Creek from any ditch or place by private pri-vate pipe3 for fountains, domestic, mechanical or other purposes exc pt tho ordinary irrigation of lots, under direction of tho WateruiaaUT ; nor shall aaid waters be hertaller diverted di-verted from the ordinary irrigation ditches for the supply of steam boilers or other mechanism, aud all resolutions, resolu-tions, ordinances and permits allowing allow-ing auy person to convey the waters ol City Creek or any part thereof from the ordinary ditches by pips for any use or purpose whatever, wherever the water maun are laid, are hereby repealed.
