The Louisiana returning board are in cIobg confinement. Visitors are admitted ad-mitted by card, and conversations are held within the hearing of an officer of the house. Win. T. Pel ton testified beforo the senate committee on privileges and elections this morning that lie is acquainted ac-quainted with J. N. H. Patrick of Omaha: had some telegraphic communication com-munication wi'.n him in November and December last. Did not know whether or not he received a dispatch dis-patch in cipher from Salem, Oregon, on tho 6lh of December last. Such a dispatch, addressed to witness, was produced, and he was asked to translate trans-late it. He replied that he was unable, un-able, ae the cipher belonged to Patrick Pat-rick and he had no copy. Did not know anything about the depositing of $7,300 in the Loudon &. San Frau-cisco Frau-cisco hank in December last. C. B. Bellinger, Portland, Oregon, was recalled.
