Show The Hawniiau Treaty Bui ler'i Ooleut. New York, 3. The Tribune's Washington special says the president lies sent to the senate the Hawiiian recipiocity treaty ,signed Washington, January 13th. .Ratifications are to be exchanged within eighteen months and the treaty is to remain in force seven years thereafter. Butler's defeat yesterday on the new rule struggle which subsequently ensued en-sued on Kasson's motion, is considered consid-ered a marked rebuke ot Butlor'-. lou-dership. lou-dership. Butler's effort to have leave given the judiciary committee to report re-port at any time, on the ground that tne extraordinary privilege was needed need-ed at this session to enable the necessary neces-sary political legislation was defeated by Blaine's showing that it was wholly unnecessary. Three special committees havo the privilege of reporting re-porting at any time, and any legislation legisla-tion adapted to southern affairs may originate with them, but Butler would not let them have charge of the bills, and appears as leader of the house. The result shows that a majority of republicans will not encourage extreme ex-treme political legislation. |
