The New York Hun is authority for the statement that the judiciary com mittee of the Louse of representatives have agreed that the "legialature of a territory eught to be permitted to exercise its discretion in matters relating re-lating to the government of the territory, terri-tory, without interference"of congreea This conclusion was arrived at in con nectiou with the Judge Peck Wvom ing matter. The senate passed a bl repealing the territorial law re districting Wyoming for judicial purpose, and aesigning tha of fensive judge to a wilderness ol eagobruah and jack rabbits. The houae judiciary committee refuse to recommend the passage of the bill, and in tfaeir report arrive at the conclusion con-clusion indicated above. All citizens of the territories will earnestly hope this may be observed as a precedent for congress. It indicates a new departure de-parture in tho conduct of the national legislature towards the "dependencies," "dependen-cies," which we hail with delight, and over which we all rejoice. There is no reason why a citizsu should suffer defranchiBement by moving into a territory, but practically he leaves behind hia rights and privileges as a citizen whon he crosses the state line. The failure of the house to paiB the bill amending the' Wyoming Wyom-ing statute will have no other effect than as going so far toward i establishing establish-ing in the territory the right of local self-government. Judge Peck dared not return to the bench that he had disgraced and meet the people he bad abused, hence resigned, and his place has been offered to another. |
