It is proposed lo cast censure upon Governor Emery, for what? for simply performing hia plain duty in approving approv-ing wise, liberal and needed leg illation. illa-tion. The two laws to which objections objec-tions are raised aro the election and revenue statutes. Laws more equit-ablu equit-ablu or fur in their workings could scarcely be framed. The only com plaint against the latter law is based upon the assumption that it taxes mines, when in tact it specially speci-ally exempts ail that is valuable in that class of property. We have failed to see why productive mines tho most valuab.'e property in the territory should not contribute to the erpenso of government as will as the farm, the store, the foundry or1 the factory. In California and N-vada, N-vada, the great miueral states, a large proportion of the public revtmue is derived directly from mines; and lew complaints are uttered because the justice of the tax is acknowledged. But tbo Utah legislators have eeea tit to exempt both mining claims and mineral ledges, the objsct being to oncoutau this important im-portant industry. Wo do not rc member that any auuh liberality has bee a extended to other industries. The agricultural industry has not been enoourrtgtd by au exemption from taxation; nor tun Block-raiding, nor the manufacturing, all of which are comparatively in their infancy, and rightfully claiming and deserviug of the same liberality shown to min ing. In condemiug the governor f-jr approving the reveuue bill the sore heads have overshot the nitric. What they complain of Juts not actually exist. As to the election law, if a more liberal or equitable measure can be conceived of, it has not been devol oped, All are treated alike, equal privileges and opportunities being guaranteed and extended lo ovary party or factum. A goutlemao well acquainted with such matters say no state or territory in the republic his a more liberal or better election law than the one recently approved by Governor Emory. The rights of the minority are faith tally guarded, and fraud id duly punished. Tho right or privilege of suffrage is free to all entitled en-titled to exercise it. ' Had this identical law been passed by congress, con-gress, the very soreheads who now de-nounae de-nounae its authors would have re joiced and made merry until they discovered this solemn, sturdy fact which ever presents them in the faoa iu republics majorities rule, then they would have set up another howl, and asked for a law to place the minority of one-eighth or one tenth ia power over the seven eighths or nine-tenths. Governor Emery has done. nothing in his approval of those two law, tor which he should' not receive cotu mendation of all classes tn Utah. He who finds fault with him for these official acts, cavils without cause, aud argues himaalf a grumbler without reason. |
