Secretary Sl-Iiutz yesterday affirmed thedecioijn of the commissioner of the general laud office in the case of the United States t rei, Hugh Marshall vt. Solomon C. 8:ump and J. V. Logan, involving a title to Und in San Francisco district dis-trict and had Stump's entry for cancellation and dismissed Logan's appeal. The secretary of the treasury will on the let of January, reissue, substantially, sub-stantially, the circular relative to Ihe manner in which standard ailver dollars may be obtained, which was promulgated September 3d last, but revoked. Both houses of congress adjournal at an early hour to-day, as it impatient im-patient to enter upon tbe enjoyment of the long holiday recess of nearly three weeks which they havo voted themselves. The net results of the session thus far are passago through the house of aix of the regular annual appropriation bills; action by the senate on three of them, which are returned lo the house with amendments amend-ments likely to occasion the usual conflict on of account the so-called economy and entrenchment, the passage by both houses of the bill averting the danger of a discontinu ance of the postal car service; the introduction of a great mass of new bills, only a few ol which have any 'conceivable chance of enactment; a certain amount of political discussion and finally the passage of Blaine's resolulion providing for an investigation investiga-tion of the recent southern elections. On the whole, congress haB done very much more than the average work before 'Christmas, and the country will perceive, with satisfaction, there is no longer any prospect of an excuse for holding an extra session. The committee of investigation to be appointed under the Blaine resolution resolu-tion included Senators Mitchell and Plumb, but they declined service, and their places were filled by Hoar and McMillan, with the express understanding, however, on the part of Hoar, that he should not he called upon to do duty during the holiday recess or be required to again perform the laborious service of an investigator investiga-tor in the Bouth, in which capacity he has already acted for months at a time when he was a member of lha house. The select committee of tho senate appointed in pursuance of the Blaine resolution, held a meeting after the adjournment of the Benate. Tho members of tho committee present were Teller, Cameron, Wisconsin, Kirkwood, Bayard, Bailey and Garland, Gar-land, Bayard 0 lie red a resolution to the eQeot that tbe president be furnished with a copy of the resolution resolu-tion under which the committee was appointed and requesting him to forward to the com m itteo copies 01 documents and the names of witnesses upon which he based his reference ref-erence to the alleged election frauds mentioned in his annual message, in order that the committee might summon sum-mon witnesses and proceed with the investigation. The resolution was lost by a strictly party voto. Bailey then Bubmitted a resolution, which was adopted, calling upon BUine to furnish specifications upon which the committee might baso the inquiry and carry out the instructions em braced iu the resolution oflered by that gentleman. Without transacting any other business, an adjournment adjourn-ment was taken until to morrow. The members of tbe committee left Washington ic-day for their respective respec-tive homes, and will not return until after the holidays. It ia unofficially stated this evening that Senator , Comeron, of Wisconsin, has asked to be excused from further service on I the committee. J Following ia the letter from the secretary of tho treasury which was laid befuro the house, of representatives representa-tives to-day, with . reference to the balance on loan accounts standing to tbe credit of tbo Unitsd States in national banks: I have the honor to acknowledge tho receipt of the resolution of tiie house of representatives, dated 16tu, (here follows the resolution,) and, in reply, state that there were no balances bal-ances on the loan account standing to the credit of tho treasury of tho United States in any national bank from March, 1870, to J inuary, 1S7S, A complete list of tho national b ml: d(-posituries with balances on the Iojii account tj the treasury of ihe Umtsd Slates held by each, on February 1st, 1S78, and on the first of each tuc-ccedmg tuc-ccedmg month, to and inc'uding December 1st, 1S78, is herewith en closed. The house will bo duly advised in another communication of the balances on January 1st, 1879, as soon as returns from respective banks shall have been received at the department. depart-ment. These banks have been designated from time to lime under the provisions of the department by circulars inviting all tbe national banks to become the financial agents Ot the government and depasitora of public money for tho special puroose of receiving deposits on account of lUbscriptions to tbe funded loan, and they were permitted upon proper security, to hold the amount of any subscriptions made or obtained by them, subject to the drafts or orders of tbe department, as occasion required, for the payment called on bonds matured. No coin has been deposited with these banks, or any of them, by the treasurer of the United Stales. These banks repreresent, exclusively, ex-clusively, the coia received for sub scriptiona made or obtained by the respective banks and left o deuosit during the running of ninety d ij s, as required by law, to be given lor the payment of called bonds, partly to prevent the withdrawal of so Urge an amount from the channels chan-nels of business and partly aa an inducement lo these banks lo act efficiently in procuring subscriptions. subscrip-tions. Tho very large balances reported re-ported as held by the First National bankofNaw York were caused by the temporary deposits of the proceed; of tbe -JJ per cent, bonds sold tnrongh the syndicate, of the which bauk was a member, and also by the very largo subscriptions of that bank to the 4 per dent. loan. Tho hslano ronni-tori ql, i idue from banks on the loan account ar?, however, to some extent nominal. |
