Hii idea is put forth for the consideration j of the California constitutional con vention, but other states, and evon congress itself, might adopt the plan I with profit. Tho proposition is to ! hold annual sessions of the legisla- ' ture, but no legislature should have the power to enact and finally pass a j law. Before any bill would become a law it must have passed two legie-laturea. legie-laturea. Ho would not permit the Becornl legislature to make amend- ! ments, and then pass the bill; au amendment would carry tie bill to the third assembly for final enactment. The plan nua the fault of delaying legislation, but its saving qualities more than, overbalance the bad. It would hs u difficult matter to got a job through two legislatures with au interim of soveral montha between the inception and consummation, in which the press and the public would havo time and opportunity to ferret out the wrong and oxpose the fraud. Greater consideration, also, should be bestowed upon bills, and the result would be fewer crudo laws. The plan could be made practicable and beneficial. |
