The United States, claiming to be the freest, most consistent, and most democratic dem-ocratic government on earth, keeps over half a million of its people, ono sixth the number that first forms d the Union, deprived of a republican form ol government and in a condition condi-tion of vassalage at war with republican repub-lican institutions, regardless of republican repub-lican principles. This is an anomaly never contemplated contem-plated by the founders of this Republic Repub-lic and for which the Constitution gives no warrant. In the Territories the offices of Governor and superior Judges in other words, the firat offices offic-es Lire filled by appointment of the President, Congress having so enacted ; yet that the Language of the Oonsti -tution means all the people, although the word "States" is employed, can -not be successfully controverted.
