Show GENERAL. LOLINIANA. The I.yiieliitiir ol iir and other OulrHKeH. 1 New Orlcaos, 15. The following pioclamation was issued today: "Executive Department, Now Orleana, Oct. 15, '75. Whereas, official information has been received by the executive department depart-ment that in the parish of East Feliciana, Feli-ciana, this state, certain evil disposed persons acting in concert with the residents of the. adjoining state of Mississippi, have banded together for unlawful and disorderly purposes and brought in the parish ot East Feliciana Felici-ana and the district immediately adjacent, ad-jacent, a condition of anarchy and mob violence, which is dangerous to the peace and property of that section ol the state, and which has culminat-I culminat-I ed, among other results, in the following: follow-ing: First, in the violent expulsion parish officials, admitted to have been legally elected and qualified; Becond, in the cumpulsory adjournment of the fifth judicial district court in Baid parish, and the shooting of the whenfl while iu the discharge of his duties in connection with said court; third, in the patroling of the parish by bands of armed and mniked men, on errands ol violence and bloodshed; fourth, in the murder Dy masseu assassins of John Gair, one of the leading colored citizens of said parish, while under tho nominal protection of tho BheriiV's posse, and whilst on his way to answer a criminal charge preferred against him; fifth, in hanging hang-ing by a lawless mob of a woman, the near relative of said Gair, accused of an attempted crime, and who, at the time of her unlawful execution, was lodged in lbs parish prison, awaiting trial lor the offence alleged against her; sixth, in the incendiary burning ol country stores and cotton gins in this and the next parish; and Whereas, all these disorderly and lawless acts are productive oi creai injury to the state, and are subversive of all the conditions of peace and prosperity. Now, therefore, I, C. C. Anloine, lieutenant-governor and acting governor gov-ernor of Louisiana, do issue this proclamation, proc-lamation, commanding all illegal and diforderly bodies of men in said parish of East Feliciana to disperse, and retire to their homes; and cffll on all good citizens to cooperate with the civil authorises in arresting aud bringing to justice all such violent and disorderly persons, to the end that public peace and obedience to the lawB may bo speedily assumed.
