Carpenter's bill Lo restore tho rights of tho State of Louisiana, declares there is no legally legal-ly elected Slate ollieers or legislature in the State; that now the Slate olli-cers olli-cers are filled tlr facto by persons claiming to hold them under a fraudulent fraud-ulent and void canvass of the vote of the last general election; that a pretended pre-tended legislature lias been organized in pursuance to illegal orders of the Judge of the United States Circuit Court; that the President's proclamation proclama-tion recognizing these officers as the legal officers of the Stale waa issued upon their representations; that the people are in danger of being oppressed op-pressed and involved in vexatious litigation by the acts of tile pretended legislature; and that peace is now, and can only be preserved during the existing state of aflairs at the ex-1 pense and through the army of the United States. ,The bill provides for a new election on the fourth Tuesday ol May, '74. The President is required re-quired to appoint a superintendent of election, cither a civilian or an army ollicer, not below the rank ot Major General, he to appoint two registers, one from each political party, and they to appoint supervisors of registration regis-tration from each party. |
