He said he courted the fullest investigation, and waived any advantage that might accrue to him by tho statute of liruita- j tion, or otherwise, in order that he might be tried by court martial. He thought he would be fully able to prove he was not officially or morally responsible for any shortcomings by reason of his administration of the affairs af-fairs of the Freedman'e Bureau. Gen. Vincent was also present, but as the charges against Howard arc not printed, print-ed, his examination was postponed until to-morrow. |
