The minority bill, prepared by Judge Croune of Nebraska, provide a more ef-tieienL ef-tieienL judicial system for the Territory by increasing the number of IVdcral judges from three to five, and providing for the divi.-ion of the Territory into live judicial districts, in each of which ft judge fhall reside.
