The Democratic and Conservative titate Central Committees Com-mittees ot Louisiana have issued an addre-s to the people of the fctate in which, alter re-iung the usurpation by Kellogg of the State government, iand tiie wn ngs and outrages inflicted by that government on the people, tliey declare that all has not been tulhcient to force the people into a revolution, and that all dories circulated circu-lated to that effect are fabrications of Kellogg's and his partisans, or where outrages have occurred they incited them tor the purpose of getting U. 3. troops sent into the Suite, not to protect pro-tect the people against outrages, but to control the pending election. Tho address declares that the people of Louisiana do not object to U. S. troops being stationed in the Stale, as it is a component part of tho United States, but they protest against their being under the control of the U. S. Marshal who is chairman ot the Kepuuliean estate j Central Committee, and the U. S. j District-Attorney, one of the leaders; of that party in "the State, to be used to overawe the people in the coming' elections; and as a secret means of political persecution. The address declares that the opponents of Kel- j logg's usurpation have never quea-1 tiontd the politiaal rights of the! colored people, but have expressly j pledged themselves to maintain those' rights; that the local disturbances which have occurred did not spring j from any spirit of hostility of the colored people, but were unavoidable outbreaks arising from the slate of oppression and tyianny; and concludes con-cludes with an appeal to the lellow-citiztn- of the Union for a hearing. Shreveport, 5. A message was sent , to President Grant last night, Bigued by leading merchants, bankers and professional men of this city, denying that any resident of this Parish participated par-ticipated in the recent murders, claiming claim-ing that no spirit of lawlessness exists iu the Parish that cannot be controled by the local authorities, claiming that the condition of affairs here have been misrepresent! d abroad, and asking that a commission of fair minded men be appointed by the President to visit the Slate and ascertaiu the truth. Washington, 5. The places in Louisiana designated for the troops to prevent outrages, are New Orleans, hatun Rouge, Shreveport, Alexandria, Alexan-dria, Monroe, Harrisonburg and St. Martinsville. |
