The bill contains two sections; sec-tions; one prohibiting national banks from paying or receiving interest on deposits, the other requiring national banks to keep twenty-five per cent, of their reserves at home. Sherman, by consent, withdrew his notice entered on Friday, of a motion to reconsider the vote adopting the House resolution for a Joint Commission Commis-sion to investigate the atfaurs of tho District of Columbia. Under a call of States bills were introduced and referred by Davis, to reduce the rate of letter postago on all letters and postal cards to two cents; by Woodward fixing the salary of the New York postmaster at $10,-000; $10,-000; Chicago, St. Louis, Philadelphia and Boston at $S,000 each; Cincinnati, Cincin-nati, Brooklyn, Baltimore and Pan Francisco at $t1,0Hl each. It provides pro-vides that tho salaries shall bo paid from box rcnU, s'amps and other sources in excess of the expenditures allowed for rent, clerk hire, etc. Smith, of Ohio, moved to suspend the rules and adopt the resolution declaring de-claring it within the constitutional powers ofC'onpresstoso regulate interstate inter-state commerce as to protect the people peo-ple from unjust or oppressive taxes, obstructions or other burdens, whether imposed by railroad companies or other common carriers; and declaring the present condition of commerce requires a prompt and wise exercise of these powers; resolution adopted. Randall moved to suspend the rules and adopt the resolution, declaring that any increase of currency by Congress Con-gress ought to be in greenbacks. The House refusal to suspend the rules.
