In the evening j session of the senate last night, the amendment to tho appropriation bill being under consideration, Kellogg offered of-fered as an amendment, substantially the supplemental enforcement act, already al-ready passed by the senate. Casscriy made the point that the amendment was not in order. Thurman appealed from the decision, but it was sustained by to '1'2. Thereupon ensued a debate de-bate which at 3:15 this morning was still in progress. Thurman and Casscriy Cas-scriy denounced the proposal as outrageous, out-rageous, and the decision of the chair as one which would not stand in any justice's court in the country. Btock-tOD, Btock-tOD, Saulsbury and Tipton denounced ! the action of the majority as breaking j faith with tho minority, in springing ! such a question upon the appropriation appropria-tion bill, upon which debate was limited. lim-ited. Several motions to adjourn were made and lost during tho discussion. The house has refused to pass the original hill as passed by tho senate, : and if it is tacked on to the appropria-I appropria-I tion bill, the house must cither let ap-1 ap-1 propriations go or pass the enforce-I enforce-I ment act. 1 Washington, 3. During the ses- J ! sion, Sumner 0 tiered his supplementary ; 1 civil rights bill, as an omeudmcut, but i the chair ruled it out of order. Sum-j Sum-j ner appealed, and the appeal was ! tabled.
