This plan of Dr. Holland's whUe attempting at-tempting to rcgulato tho evil makes no particular effort to lessen it. Like most other schemes for the same purpose, pur-pose, it merely skims the surface. Assuming As-suming that women are alone responsible, respon-sible, it is entirely directed at them. . Tho ,4.iV:i, in an editorial on the subject, essays to trace the growth of immorality in San Francisco to the melodeons and low deus ostensibly of amusement, really of vice, with which that city abounds Vet tho patrons of houses of ill-tame, the mcu who frequent fre-quent them and sustain them with their mouey. are paed by without the least effort being made to hold their criminal practices up to public reprobation and punishment. They, who tit girls for such miniature hells can walk the streets or enter society honored and caressed, while their victims vic-tims axe placed under public ban, consigned con-signed to shame, disgrace and infamy. And thus it is throughout the civilized world. Tho authors of the "social evil'' are rracdeaUy held exempt from blame; the victims uf their lusia are consigned to ruin. Yet reverse ihe circumstances.
