A conference composed com-posed of Count deRemuserand Ponier, representing France, and Her Yon Arnim and Count Herzos, representing represent-ing Germany, is now being held in this city for the settlement of the Alsatian customs question. It is hoped that diey will be able to arrange for the evacuation of all the departments aicept six, by means of customs concessions. In the Assembly to-day, General de Cissey stated that two additional courts-martial, for the trial of Com-; munits, will shortly be appointed. He said that there are now but 103 judges to eiamine the cases of 30,000 prisoners, prison-ers, including i0 convicts. Even with additional courts the government will probably be obliged to release fully 12,500 prisoners without trial, as it is impossible to sentence more than a hundred per month, Eugenie In Portugal. Brig Lost. Lisbon, 14. The Empress Eugenie arrived here to-day from London. She was visited by the King and Queen ol Portugal, and soon afterwards left by rail for Madrid. It is stated that the American brig Ferdinand was lost yesterday off Land's End and all on board perished. Lloat. Racing. Montreal, 14. The four-oared race to-day was won by the Halifax Barton crew, in 'Xi minutes and JO seconds. Both the English crews led, but went three hundred yards beyond the turning turn-ing buoys before discovering the mistake. mis-take. They claim that the buoys wero changed during the night. The Renforth crew came in second. Krupp, the Prussian Iuvcntor. London, 14. Herr Krupp, the great Prussian gun founder aud inventor, in-ventor, is residing at Torquay. This fact is regarded by the newspapers as significant. European Coalttlom. Berlin, 13. It is asserted in diplomatic diplo-matic circles that the secret alliance entered into by Bismarck and V on Beust, on the part of Germany and Austria, is iu opposition to the alleged coalition between France aud Russia. It also stated that Italy was invited by Bismarck to become a party to the Austro-Gcrman alliance, but declined, King Victor Emanuel preferring to observe a policy of neutrality. It is further stated that the consequence conse-quence of this refusal on the part of Italy is that the German chancellor threatens the absorption of the Italian provinces of Yenetia and Lombartly into tho Austro-Gcrman territory. These statements cause great uneasiness uneasi-ness in diplomatic circles. France and tie rma.it y, Versailles, 14. In the Assembly to-day Remuset submitted, as the result re-sult of the recent negotiations, a bill authorizing Thiers to conclude with the Emperor William of Germany, a customs' trealy, which embraces in its provisions Alsace and Lorraine. The immediate consequenco of the treaty will be tho evacuation of the departments depart-ments of Aubc, Goto d'Or and Jura, and the reduction of the German troops in France to 50,000.
