He proposes that another Pacific railroad rail-road be built, to be paid for by the United States government, and that it be a double track, open to private individuals or incorporate enterprise to run trains upon it, iu-t as boats are allowed to navigate eaiials, by the payment pay-ment of a tax on tonnage.
