Show JOINT HIGH COMMISSION CanadianAmerican Conference Will Tomorrow Open Tomorow Quebec Aug 21The 1rst session of the United State and Great Britain jcnt high commlEion will be held in I this city Tuesday afternoon A majorIty major-Ity of the commimoners are now here but they do not expect to do more than talc a general survey of the work and appoint subcommittees at the first two sesons The meetings of the commission commis-sion will not be open to the public I is a ponderous and perplexing tat given to the comml5lon to erfor Their work is that of adjustment and t readjustment of all the most important 4 import-ant questions which have been in controversy i trovers between the United State I and Canada for the past century I The principal questions submitted for I the corisldcratlon of the commission are L The questions in respect to fur seals I In Behring sea and the waters of the North Pacific ocean 2 ProvIsions in respect to fisheries oft t the Atlantic and Pacific coasts and in the waters of their common frontiers 3 i Provldons for the delimitation and estabUshmei1t of the Ah1imCanadlan boundary by legal and scientific experts f otherwise If the commission shall so decide or 4 ProvisIons for the transit of merchandise mer-chandise in transportation to or from t either country across Intermediate territory ter-ritory of the other whether by land or water Including natural and artificial I waterways and intermediate transit by tea 5 Provisions relating to the transit of merchandise from one country to be de t Ihrered at points In the other beyond the frontier G The question of tho allen labor laws applicable to the subjects or the citizens of the United States and of Canada i ofit i1n fi 1 MIning rights of the citizens or subjects sub-jects of each dountry within the territory of the otherS I other-S Such readjustment and concessions as may be deemed mutual advantageous of customs duties applicable in each country to the products of the soil or industry of i the other upon the basis of reciprocal equivaent 9 A revision of the agreement of 117 respecting naval vessels of the lakes I 10 Arrangements for the more com I plots definition and marking of any part of the frontier line by lands or water where the same is now so Insufficiently I pute defined or make a to b < liable to dls 1 ProvIsions for the conveyance for trial or punishment of persons In the lawful I i law-ful custody oC the officers of one country through the terrItory of the other I rights 12 RecIprocity In wrecking and salvage rilhts Other queions concerning the United States and Canada may be brought before the commission a the work goes forward for-ward Already may representatives from the various Interests to be considered consid-ered by the commission are here and eager to present their views I will b Impossible however to give general hear Ingf to all who may desire to be head Chairman Fairbanks stated to the Asso elated Press that where clated correspondent a large number of men desired to be heard upon any one question they would probably prob-ably b asked t2 select one from their own number to present their arguments to the commission All briefs and communica tione concerning the work of the commis tons sion should be addressed to Chandler P Anderson the commissions secretary who is now in Quebc That the work Is to b very Important and very difficult Is Indicated in the fact that the commission is to take up the very question which the United States and Canada have not been able to settle in tlt l east deca1e But now In the opInion Lso f henator Fairbanks on the pcirl of England and Canada there seems to b a dlositon to have all these questons satisfactorily adjusted And 50 far a we are concerned sad Senator Fairbanks we shall meet them hal way What disposition will finally be mae of the results of the commissions work be was asked Our findings he said will be submitted sub-mitted in the for of a treaty for the approval of the senate of the United State and of Great Britain I is impossible im-possible to state how long the commission wIll probably sit The United States and Canadian members have brought with them an extensive equipment of books documents and maps lan of the maps will be brought into use in considering the Alaskan boundary which exceptIng possibly the sealing and commercial matters before mat-ters will the Le commission the most difficult question |
