coun-cil to a surprise last evening by submitting I sub-mitting Chief Pratts plan for the reorganization re-organization of the police department The slate with one or two modifications modifica-tions was presented apparently as a challenge to the councllmanic body Councilman Howes motion to refer the mayors communication to the committee com-mittee on fire and police was not debated de-bated and the vote on his motion prevailed pre-vailed so quickly that a motion to suspend sus-pend the rules and ratify the scheme would have had but little chance of success The mayors communication was as follows TH REORGANIZATION SCHEME With 3 view to reorganizing the police po-lice department of the city in accordance accord-ance with the ordinance passed Feb 1 1898 I hereby appoint to be members of Howes request the opinion of City Attorney Hall rendered to the committee tee on fire and police relative to the authority for reorganizing the police and fire departments and the power to make removals after reorganization I was read The pertinent portion of the opinion is as follows Therefore my conclusion is that the I chief of police and all police officers and policemen of tha city hold office under the laws in force prior to the revised re-vised statutes hold their offices until their successors are duly appointed and qualified and that those who may be appointed and qualified to succeed them will hold their respective offices until the municipal election next following their appointment and until their successors suc-cessors are duly appointed and qualified fied fiedIn In conclusion the chief of police or I any police officer or policeman cannot be removed except for cause preferred I by the mayor or by the council and after a hearing before the mayor and I city council I LEAVES OF ABSENCE FOR TH WAR I Councilman Morris assumed the role of patriot of the council and mildly surprised his fellows by offering the following resolution Whereas The president of the Unit e States having called for volunteers to defend the rights and liberties of our country against the invasion of Spain and war being now in progress between be-tween the two countries therefore be it Resolved By the city council of Salt Lake City that should any of the officers or employees of any of the departments de-partments of the municipal government volunteer in the service of the United I States in response of President McKinley McKin-ley that the positions now held by said I officers or employees be made vacant for them upon their return from the war that they may again occupy those positions Buckle looked over at Morris with sarcastic surprise when the resolution was read I should like to inquire of the gentleman he remarked whether the firm of RoweMorrlsSummerhays company has made any such proposition proposi-tion to its employees Mr Morris replied that the company mentioned had not made such an offer Callister was not sure that the idea could be legally carried out and wanted the resolution to go to the finance committee with the city attorney attor-ney associated He said that he was personally in favor of letting employees go at full pay I it could p done The motion to refer the matter carried THE BUILDING INSPECTOR Howe Allen and Fernstrom of the committee on fire and police reported on the mayors appointment of William inspector recommending H Folsom for building ommending confirmation Buckle one of the minority of the committee took occasion to say that the appointee was too old a man for the position yet this fact alone would not deter him in agreeing to a favorable report were I not the appointment another instance of the mayor the exemplar of the nonpartisan I non-partisan platform betraying the confidence confi-dence of the people Then again Mr Buckle declared another fresh instance I of the mayors faithlessness to his I platform pledges came to light when in undertaking to reorganize the police I department he had betrayed the members mem-bers of the police and fire committee At the close of Buckles remarks the vote on confirmation of Mr Folsom under the rules went over for a week I NEW DOG T A ORDINANCE KILLED The new ordinance creating the office his sal of dog tax collector and fixing ary and duties was taken up and came to an inglorious and swift demise Fernstrom said he wanted the enacting I clause of the ordinance stricken out and was in i favor Of the duty pf dog tax collector being placed on the shoulders shoul-ders of the recorder treasurer Diehl made a plea for the ordinance as reported re-ported
