board at the meeting of the city council last night while Louis Cohn was selected to fill the vacancy caused by the expiration of the term of Nelson A Empey The election was brought up under the head of miscellaneous by Mr Wis comb who expressed pride at being able to present the name of Samuel Paul for the position Mr Romney immediately moved to adjourn Mr Romney wanted delay but he did not get i as the motion was voted down Mr Buckle urged delay because the coming changes in the police force should be made by the present board who were men of experience He moved a postponement of the matter OMeara seconded the motion Elliott Mulvey and Dale all joined In opposing postponement The motion to postpone failed and Mr Romney nominated Ia man full of integrity Louis Cohn Newel left the chair to withThis This truck was purchased in 1890 and as I am informed has never been used at any fire in this city I we dispense with the truck and horses as suggested we can also dispense with the services entension on Second South to Ninth West which ac adopted The council debated the question of paying the electric light company Mr Diehl contending the corporation owed the city 1475 for water Citizens have to pay in advance and this com Xrany ought to be considered on an equal footing This company is boring for water which if obtained wH place the corporation where the city has no I I redress reress A motion to deduct the amount from the bill wa opposed by OMeara who saM that the electric light company would not jump the town and the bill could be collected at any time Diohl and Stewart favored deducting the amount while Elliott the fat man from the Third thought Mr McCor nicks word was good and < was na in favor of enforcing the collection Mr Romney agreed < that McCornicks I word account to Providence and next months light bill billThe The committee on improvements reported re-ported that it had notified the Citizens Light company to furnish lamps for I police station the fire department and the city end of the joint building The company has connected with police and fire headquarters but dec clines to makeany connection with the joint building because the franchise does not require it to light the corridors corri-dors a contended by the committee This question will be decided later by I the committee NEW RULES The committee on revision recommended recom-mended the rules of the old council a the rules for the present except a to rule 15 which provides that all rules may be changed by a majority vote after one weeks notice or by a twothirds vote of members present OMeara beseeched the council to recommit re-commit the report as he was not present pres-ent at the committee meeting and having hav-ing some suggestions he did not want e v to mae a minority report preferring to have the committee consider the same The council declined to recommit and OMearafiled his report which was read Elliott moved the minority report be adopted OMeara spoke in favor of his report saying the rules submitted by the majority ma-jority were no better than the regulations regula-tions of the Lime Kiln Club The various vari-ous dips spurs and angles of the coae were submitted sub-mitted an ordinance fixing the number of police officers which was passed under suspension of the rules j The bill provides for a chief captain I cap-tain two desk sergeants and twenty eight additional officers and men together to-gether with the fire and police board OMeara fought the passage of the bill because first it had not been approved ap-proved by the city attorney and second sec-ond because it provided only for two desk sergeants which would require them to work twelve hours per day Duty sergeants were abolished by the bill and this should be changed The bill was read third time and passed without change OMeara votIng vot-ing no OMeara offered the following Whereas As Is the custom among the heads and employees of the several j I departments to purchase supplies I whenever they wanted them and whenever 1 when-ever they desired and I Whereas I is impossible for the auditor au-ditor of the committee of the several I departments to certify to the correctness correct-ness of the said bills and as this is a thing that would not be allowed by any corporation and this is one of the extravagances alluded to by his honor the mayor Therefore be i resolved That in the future no head of department or city official shall purchase any supplies whatever without first making requisition requi-sition for the same and obtaining an order from the mayor authorizing the purchasing of the same and the mayor shall keep a copy of such order The auditor is hereby instructed before any bills are sent to the council for pay ment they shall be compared with the duplicate in the mayors office and no bill shall be allowed unless the mayor has issued an order for the purchasing of same Buckle amended by striking out the word mayor wherever it occurs and substituting the words chairman of the proper committee Elliott opposed the motion to amend So also did several other people Mr OMearas resolution was not adopted He was the only man who voted for it
