| Show I Must Como Soon HAVANA Feb 12The committee appointed by the Havana chamber of planters and presided over by Senor Arrilla called upon Captain General Weyler today led by their anxiety over the unfavorable condition of their cndIton business busi-ness to try and get an Idea df what the new captain generals views are on the prospect of a better condition of the planters Senor Arria acted as spokesman spokes-man for the committee and tendered a Test for information to General Weyler who said in reply I is evident that the present serious aspect of affairs asp afa s must be remedied very soon If we ate to effect the yer SALVATIO OF THE ISLAND I have confident hope that the grinding of sugar cane can be safely started by the middle of March in Pi nar del Rio Havana Matanzas and Santa Clara provinces For the present however my whole attention is given to the task of reorganizing re-organizing the army on a basis suitable suit-able for carrying out any plan of campaign cam-paign Until that reorganization is ef feted it is my purpose to depend on the volunteer forces for the protection of the estates The feature of General Campos plan of campaig which met the most criti clam and opposition here was ie cutting cut-ting up of his large force into small bands to form a separate guard for nearly every estate on the island Gen eral Weylers remarks Indicate he intends In-tends to abandon this plan and to combine com-bine his forces Into an effective military mili-tary force for aggressive operations The act of General Weyler in setting free twelve prisoners who were sent from Santiago de Cuba charged with conspiring on the ground that there was no evidence to warrant holding them has produced A FAVORABLE IMPRESSION towards him In the public mind and it is understood he Intends to deal with suspects strictly according to the principles of justice Something of a sensation has been created by the discovery in a house in Havana of a supply of cartridges the intended destination of which it is believed was the insurgents camp The landlord of the house has been arrested arrest-ed The belief is prevalent that some successful ventures for the supplying of the insurgents from Havana have escaped detection General Weyler today called the colonels colo-nels and chiefs of the volunteer corps to the palace for a personal consul tionWord tation wrth him on the tactual situa Word has been received that the firemen have gone over to the insurgents insur-gents in Porto Rico Generals Castillo and Canizares and Nunez forces have effected a junction of their |
