Show THE EEFORH SCHOOL IT MAY BE NECESSARY TO ABAS DOX IT I Result of the Folly of Utahs First and Last Republican Legislature Leg-islature The Fund Exhausted and the Serious Question Re fcrrccl 10 tlie Governor I West > I Governor yesterday received a communication from Secretary H S Ro lapp of the Reform school stating that I the board of trustees of that institution being confronted with the fact that tho appropriation made for the maintenance V of the school fcr 1S01 and 1S93 be I Ichool 1S will exhausted ex-hausted within thirty days deem i their duty to notify his excellency that the board will be compelled to close the II school before August 1st unless the J county courts of the various counties I having inmates at the school advance byway by-way of loan the sum of 10000 which will I I bo the deliciency at the tie of the next meeting of the legislature kgslaturc The opinion of the governor is asked I I a to tne powers of the board to make a loan or create a deficiency by issuing warrants of the school for the necessary supplies It is stated that the appropriation for ISM and 1895 was altogether inadequate and entirely out of proportion to appropriations appro-priations for similar purposes for previous pre-vious years The appropriation for WMl was 5035289 for 02o 40000 and for 9405 only 515042 with 5995SCS on hand a total of J25000 It is set forth that the board has rig orously enforced economy in every branch of the school the wages of employees em-ployees were cut almost in halves and the force materially reduced In spite of the efforts made however it was found impossible to keep within the limits of the appropriation and now the school cannot bo kept open longer without outside out-side aid Of course the board cannot borrow bor-row from any bank or private individual for the reason that they nave no legal power to contract such indebtedness and while having every confidence that the next legislature will promptly provide for any deliciency that may occur are doubt ful as to their authority to issue warrants war-rants for the maintenance of the school over and above the appropriation matte On the other hand the board does not believe that the people desire the school to be closed because if this should be done the property upon which the build lags now stand and belonging to the terri frv woud revert to Ogden city Then too the board feels that the existence of thr reform school has been demonstrated to be a necessity and a benefit to the people While the per capita cost of sustaining the inmates seems light statistics show that the cost is smaller than at any other reform school in the Union from which reports have been received The necessity of keepingtup the institution institu-tion is set out and Mr Rolapp closes bv I sax re Having these views in mind tn board thought it proper to apply to yoi for such advice in the premises as you I may deem it proper to give Also kindly advise the board what hi your opinion would be the proper ultimate disposal to V mako of the inmates in caso it shall bi found impossible to keep the school open V r r ri mal bv ctahs first and last Republican legislature grow mr It cut down the appropriation for the insane asylum to such a ridiculous figure that a deficiency may arise thereat there-at any timpiit gave the agricultural Allege Al-lege such a small appropriation as 5s hamper it and its treatment of the university uni-versity of Utah was disgraceful The latter lat-ter institution manased to hobble along in crutches and now comes this latest emergency It presents a hard nut for the governor to crack and how it will terminate cannot at this time be seen If the institution s closed UQ what is to be done with the inmates That is one question end then if the school is closed the valuable property prop-erty will revert to Ogden It 5s to be hoped that some way of bridging over the difficulty may be devised de-vised |
