Show I A DOUBLEACTIO IlTfltE iI i I One of the propositions of the Repub ican minority in the House of Representatives Repre-sentatives during the financial debate has been that more revenue is needed and therefore the rates of duty on certain cer-tain articles which are lowered in the Wilson bill should be raised again That Is to say their contention Is that a high tariff will bring high revenues How does that comport with their theory that the lowering of duties will cause a flooding of imports if im pQrts come in like a flood will not that cause a rising of the tide of revenue from duties If the effect of a high tariff is to keep out foreign manufactures manu-factures how can excessive duties raise the sum of the revenue L mere is anotner aiscrepancy which our Republican legislators seem to have overlooked in their theory When the McKinley bill was under discussion discus-sion there was a surplus of revenue and high duties on Imports were advocated ad-vocated as a means of reducing the revenue How is it possible now to raise the revenue in 1835 by the process pro-cess used to reduce the revenue in 1890 It seems that the effect of increasIng In-creasing the duties in eleven out of the thirteen schedules of the > McKinley law was to reduce the revenue to the tune of nearly 340000000 Now they propose to raise the revenue by the force which lowered it five years ago These contradictions in argument are strongly suggestive of the logic of our morning contemporary and probably pro-bably are the effects of Republican influence in-fluence on the brain It does not matter McKSnleyism Is dead and even the large Republican majority of the next Congress cannot resurrect it Besides the probability is that the revenues will be all right as the Wilson law has time to operate I and there will be no lack from that quarter when the returns are counted I I 1 up i |
